what if for the zoras, the saltwater/sea zora are still seemingly absent and all that can be found are the strangely aggressive freshwater zora? with the dire need to reach the statue underwater, perhaps a rather big mainline quest involves finding out where the sea zora have gone, and if one is still around to be befriended.
Full Rito had not been seen for a very long time, up until the new mainland was discovered. Part of the reason for this is that the full-bird rito, while obviously quite capable of flight, did not have the means nor wish to cross the sea into what seemed to be just endless water. The rito we see in WindWaker are actually only half-rito, having mixed with hylians over generations to attain the appearance we see then. Somehow, perhaps due to the appearance of strange bird people occuring around the time the zora had fully vanished, it became rumoured that the rito were actually somehow descended from the old zora, despite how contradictory of an evolutionary decision that would be.
